Staff: State grant excluded from MBR; district has no budget for a full-time grant writer

Dr. Iris Gomero informed the Windham Board of Education Finance & Audit Committee on May 13, 2026, that the State Grant does not count against the minimum budget requirement (MBR) and cannot be used to supplement the district’s regular operating budget.
A committee member asked whether the district should hire a dedicated grant writer. Gomero said the district does not have a grant-writer position on staff nor the budget capacity to create one. She said that central office administrators and building administrators currently complete most grant applications, and that nongovernment grant opportunities have been declining; the district will continue to apply when a grant supports programming and the district qualifies.
Raymond Dolphin also reviewed the district’s list of government grants that have been submitted and noted those grants will require formal acceptance by the full Board at an upcoming meeting. The minutes do not indicate additional follow-up steps beyond the Board update and continued monitoring by staff.
The committee did not record a decision to create a grant-writing position; the minutes note only Gomero’s summary of current practice and capacity constraints.
