Kent County DHHS reports most April KPIs met; staffing increases and onboarding supports announced

At the May 20 meeting, Financial Assistance Director James Geisen reported that Kent County met key performance indicators for April on application timeliness, Direct Support Services, UCL task processing and UCL dashboard metrics, while the FAP QC Active Error Rate remained the sole KPI not met.
Geisen reviewed audit data: eight FAP cases were audited in fiscal year 2026, of which six were correct or below the error threshold, one was assigned as an agency error and one as a client error. He said that 364 local-office and central-office case reads completed in April produced an issuance error rate of 1.98%, which meets the stated requirement of less than 6 percent. The department is conducting additional CDC case reads under a CDC Performance Improvement Plan.
On staffing, department leadership reported that AP Supervisor positions would be fully staffed as of May 26, 2026. The department currently has 33 probationary staff and expects to add two more probationary hires: one starting May 26 and another on July 6, 2026. Additional onboarding support has been put in place to support new staff.
