Commission recommends permit changes to restrict trenching and set 18‑inch minimum depth for fiber

At the July 15 meeting, the Rock Creek Planning Commission reviewed a draft right‑of‑way/utility permit intended to govern future fiber‑installation work and address problems the city has experienced with fiber crews in town. The draft was based on a template presented to the City Council on July 9 and adapted by Deputy Clerk Ashley Rauschnot.
Commission member Oliver Rauschnot proposed two additions to the permit: a ban on trenching across city roads (requiring directional boring where roads are crossed) and a minimum burial depth of 18 inches for fiber and phone lines. Josh Froelich moved to add those items to the application and recommend the revised permit to the City Council; Oliver Rauschnot seconded. The motion passed with all ayes.
The commission voted to forward the amended permit application to the City Council with the added trenching and depth requirements. The recommendation does not itself change city code; the council will consider approval at a subsequent meeting.
