Applicant recuses; planning commission schedules new hearing for Froelich campground application

Commissioner and applicant Josh Froelich recused from Planning Commission consideration of CUP-24-003 and presented the proposed campground/resort to the body on Oct. 21. Froelich said his internal road would be 24 feet wide and one-way, and he asked the commission to accept that standard while acknowledging the commission’s 60-foot clearance requirement applies as a 30-foot clearance from the centerline on each side.
Froelich addressed neighbors’ earlier concerns, telling commissioners he would prohibit RVs, motorized recreation and shooting on the property for insurance and safety reasons. He said the tiny-home resort units will be stick-built on site on slabs, built to Minnesota State Building Code, and the project will include at least one ADA-compliant cabin. Froelich confirmed he has combined the parcels that will host the resort.
During public forum and discussion, Wayne and Jennifer Elliott said they had not received required notice of the prior public hearing and raised concerns about traffic levels and speeds on the adjacent road; Amy Thompson asked whether a dump station would be provided, and Froelich responded that only tent camping will be allowed so a dump station will not be needed. Building inspector Richard Drotning was referenced regarding code compliance.
Chair Curt Kubesh said another public hearing will be scheduled next month because many neighbors did not receive notice due to a clerical error. Froelich returned to his seat as a commissioner after presenting and recusing for the discussion phase. No final conditional-use approval was recorded at the Oct. 21 meeting; the commission directed that the item be re-noticed and reheard.
