El Campo council fails to select a five-year solid-waste proposer; special meeting set to revisit

Council debate focused on competing priorities: keeping service local and supporting local employment, ensuring sufficient company capacity and financial strength, capping annual rate increases (one proposer proposed a 3% annual cap while others listed the cap as "negotiable"), roll-off exclusivity, brush and junk pickup frequency, and the number of days the collection station would be open. Several council members raised procedural concerns about voting on a proposal rather than a finished contract.
