Waukesha utility approves UPS purchase, PTO and retiree insurance policy updates

The Washoe Water Utility Commission approved several administrative items May 21, including a purchase of an uninterruptible power supply for the new operations center, revisions to paid time off and holiday policies, and an amendment to retiree insurance benefits.
Courtney, utility staff who presented the items, told commissioners the utility received a quote from Communications Cabling and Networking (CCNN) for a UPS unit that includes installation, start‑up and warranty "for a total of $38,649.75." She said the unit will maintain power to critical systems during the brief interval before the building generator starts and provide backup if the generator fails. Commissioners asked about expected battery life and replacement cost; Courtney said she would follow up with the vendor and email the details to commissioners.
The commission approved the UPS purchase by voice vote; staff said the purchase was not originally budgeted but can be covered by the project contingency and other underruns.
The commission also approved updates to PTO policy 202.3 and holiday policy 202.5, effective May 24, 2026. Courtney said the revisions add Martin Luther King Jr. Day and Veterans Day to the utility’s holiday schedule (to align with the city) and adjust PTO accruals to provide somewhat greater early‑career accruals to aid recruitment and retention. She noted the utility’s PTO package includes a three‑day sick allowance within the PTO bank and an extended leave bank for qualifying FMLA events.
On retiree benefits, staff asked to amend retiree insurance policy 202.2, effective June 1, 2026, to retain family‑rate coverage for retirees ages 62–65 while offering a single‑coverage option beginning at age 60. Courtney said only two employees remain eligible under the old policy and the change is likely to affect one current employee; the amendment is intended to realize cost savings if that employee elects single coverage. Commissioners approved the retiree insurance amendment.
What this means: the purchases and policy updates are administrative steps intended to protect critical systems, align utility benefits with city practice, and manage long‑term costs. Courtney said she will provide follow‑up information on UPS battery life and replacement cost by email.
