Templeton council approves new fee schedule, sets tax-levy and franchise hearings and handles routine business

At its Feb. 3 meeting the Templeton City Council adopted Resolution #3-2025 establishing a new fee schedule, approved TP Anderson & Company for annual exams, set hearings for the proposed property tax levy (March 24) and a 25-year Mid American Energy franchise (March 3), approved a liquor license pending dram shop review and accepted consent agenda financials.
The Templeton City Council on Feb. 3 adopted Resolution #3-2025, which establishes fees, rates and charges for municipal services effective Feb. 3, 2025, and handled routine agenda business including setting two public hearings and approving an auditor for annual exams.
Council Member Mark Bauer introduced Resolution #3-2025; Joe Irlbeck seconded and the roll call vote was recorded Ayes: Goecke, Irlbeck, Drees, Bauer, Ramsey; Nays: None. The resolution’s Exhibit A lists the updated fees and charges.
Exhibit A includes a range of municipal fees and highlights such as cemetery casket and vault opening and closing at $200 per grave, cemetery cremation opening and closing at $300 per grave, mosquito spraying at $400 per hour (one-hour minimum), shelter house rental at $50 per use with a $100 refundable deposit, and tiered building permit fees ranging from $50 to $500 depending on project value. Several zoning and permit fees (for signs, fences, flagpoles, satellite dishes and others) are also enumerated in the exhibit.
Separately, the council approved (Bauer/Goecke) a proposal from TP Anderson & Company to perform the city’s annual examinations. Council Member Cory Drees moved, seconded by Tasha Goecke, to set a public hearing for March 3, 2025 at 7:00 p.m. to consider renewal of a 25-year electrical franchise with Mid American Energy after a presentation by Tyler Gartenberg of Mid American Energy; that hearing was scheduled by unanimous vote. The council also set the Proposed Property Tax Levy Hearing for March 24, 2025 at 6:00 p.m.
The council approved Waspy’s Templeton’s liquor license pending a dram shop review and approved the consent agenda, which included minutes from Jan. 6, an internal financial review, balance sheet, budget vs actual, claims and the December 2024 Treasurer’s Report showing $145,926.18 in receipts, $208,731.93 in expenditures and $1,162,780.95 in total cash and investments.
In the maintenance report the council noted that the water tower overflowed twice; rural water is obtaining a quote to replace valves and new brushes were installed on the street sweeper. The meeting adjourned at 8:21 p.m.
Next steps: the council will reconvene for the scheduled public hearings on March 3 (franchise) and March 24 (proposed property tax levy).
