Applicant seeks temporary laydown yard at Mansfield Avenue; commissioners raise stormwater and material concerns

Eric Das, a registered professional engineer with Strongpoint Engineering, presented a proposal to use 0 Mansfield Avenue as a temporary laydown/staging yard while the applicant, Anthony Vido, prepares future development plans. Das said two isolated, non-jurisdictional wetlands are on the site and that the proposed construction staging would rely on an infiltration trench and basin designed to treat and infiltrate runoff on site.

Das said the site would be accessed through the adjoining Alberto’s parking lot and proposed installing a containment berm, directional swale and sediment controls. He described options for surface material — compact gravel or recycled asphalt millings — and said the design assumes the surface will be treated as effectively impervious for conservative storm-water sizing.

Commissioners asked for clearer delineation between Alberto’s customer parking and the construction/staging area, photographic documentation of existing conditions and the peer-review comments from Pat Brennan. One commissioner expressed concern about placing reclaimed asphalt (``recycled asphalt'') close to the nearby reservoir and asked the applicant to consider gravel or a geotextile layer to reduce potential contamination and to ease later removal.

The applicant asked to continue to July 13; the commission voted to continue the hearing to that date to allow the applicant to address the comments and resubmit revised plans for staff and peer-review check. No vote to approve the project was taken.
