Conservation commission approves railroad vegetation determination and several administrative permits

The Norton Conservation Commission voted to issue a positive 2A determination for Mass Coastal Railway’s vegetation-management filing, accepted a minor plan change for 225 South Worcester and granted a site-specific partial Certificate of Compliance for 127 King Phillip Road, while continuing several public hearings to July 13, 2026.

A representative identified as Mr. Lewis explained that Mass Coastal’s five-year vegetation-management plans follow Massachusetts Department of Agricultural Resources (MDAR) standards, use MassGIS data layers for mapping, and classify treatment zones using color codes: yellow for no-spray zones and lighter blue for buffered spray areas. Lewis said herbicide application in buffer zones is limited to products on a Commonwealth list and must be no closer than 10 feet to resource areas; the representative said railroads typically use “sensitive area” products across uplands for operational consistency.

The commission voted (motion by Joe, seconded by Mark) to accept a positive 2A determination for Mass Coastal’s filing (file 1148). Separately, members approved a minor plan change for project number 250-11175 (225 South Worcester) after staff said the existing oversized storm-water system would compensate for the small increase in impervious area. The panel also approved a motion to issue a partial Certificate of Compliance for 127 King Phillip Road (file 250-468) to satisfy a site-specific request tied to a larger project that already has a full COC.

Several other items — including continued hearings on Old Colony and Mansfield Avenue files — were continued to July 13, 2026 for additional materials or applicant representation. The commission also noted standing housekeeping matters such as upcoming reappointment filings and leadership roles under consideration at the July meeting.
