Sigourney council approves parking ban, multiple concrete contracts and 3% wage increases

At its June 4 meeting the Sigourney City Council unanimously approved a no-parking zone on Hickory Street and four M4I Concrete estimates for sewer and curb work, and approved 3% across-the-board wage increases (with one dissenting vote on pay resolutions).
The Sigourney City Council on June 4 voted to amend the traffic code to prohibit parking on both sides of Hickory Street from South Main Street to Stuart Street, approved multiple concrete estimates for sewer and curb repairs, and adopted wage updates for city employees ahead of the 2025–26 fiscal year.
The council approved the second reading of the ordinance amendment and waived the third reading; the measure passed with Council members Iosbaker, Lentz, Schultz, Clark, Conrad and McLaughlin voting Aye. Council also approved four work estimates from M4I Concrete: Estimate No. 1 (Marion and Pleasant Valley manhole) and Estimate No. 2 (East Street sewer patches) to be paid from the sewer fund; Estimate No. 3 (courthouse curb and gutter) paid from the Alliant Energy franchise; and Estimate No. 4 (Warren and Pleasant Valley) paid from LOSST funds. All four estimates passed unanimously.
Council approved payment of Council accounts payable claims totaling $91,357.24; Council member Schultz abstained on that vote because a relative is the owner of Exceptional Edge, the transcript states. Council also voted to discontinue Schneider Geospatial mapping services because staff do not have time to maintain the system; Brent Gilliland said the city retains hand-drawn maps and staff will rely on existing records.
On personnel matters, the council adopted Resolution No. 2025-06-08 to incorporate 3% wage increases into the adopted 2025–26 budget and Resolution No. 2025-06-09 to update employee position wage caps (3% added to base pay). Both personnel resolutions passed on 5–1 roll-call votes with Council member McLaughlin voting Nay and the other five members voting Aye; the salary resolution also removed one employee (Brian Hahn) from the pay-change resolution because his pay rate was unchanged.
Public Works Director Brent Gilliland said the city will run a one-day detour on South Main Street for a sewer repair; the homeowner is expected to cover the repair cost and Iowa DOT will post detour signage. City staff said the detour map was posted on Facebook and will be sent to KBOE radio.
At the meeting the council set the next regular meeting for June 18, 2025, at 6:00 p.m. at City Hall.
