Sigourney council approves park receptacles, shelter enclosure, roof repair and routine claims

The Sigourney City Council on March 19 approved a consent agenda and several maintenance and small capital expenditures during a meeting at City Hall.
Council member Iosbaker moved, seconded by Council member Clark, to approve the consent agenda, which included minutes from March 5, accounts payable claims of $33,512.33, library claims of $4,391.87, Resolution #2025-03-06 appointing Carolyn Holm to the Planning and Zoning Board of Adjustments, February financial reports, a water quality report and other routine items. The motion passed unanimously.
In separate votes the council approved using LOSST funds to buy three trash receptacles for Legion Park at $826 each, not to exceed $2,700, to be placed March 1 and removed December 1 annually; Council member Lentz moved the measure, seconded by Council member Iosbaker. Council member McLaughlin said the containers would be emptied at least twice weekly.
The council approved Kerr Construction estimate #611, $11,650 from LOSST funds, to enclose the shelter on Walnut Street (the old state shop) for storage use. Public Works Director Brent Gilliland said the structure will be repurposed for storage rather than torn down. The council also approved Kerr Construction estimate #612, $4,250 from public safety funds, to install a new steel roof on the police shed at the city yards after recent leaks damaged stored items; that motion was moved by Council member Conrad and seconded by Council member Clark.
Council member Iosbaker moved, seconded by Council member Lentz, to approve the final payment to Leading Edge for repairs to the sewer lagoon building in the amount of $28,962.50; Brent Gilliland said the work and payment were part of an insurance claim from last year’s hailstorm. All motions recorded during the meeting passed on unanimous votes by the seven-person meeting (Mayor Morlan and council members McLaughlin, Iosbaker, Lentz, Schultz, Clark and Conrad).
The council also approved a student-led project to design and build a permanent sign for the soccer and flag football field; the project is eligible for a $1,000 senior-footprint grant from the Keokuk County Endowment Foundation. The council set its next regular meeting for April 2, 2025 at 6:00 p.m.
