Commission approves mandatory rezoning for Jesus House of Hope property in Palm City

The board approved a mandatory rezoning request to change a ~43.9-acre Palm City parcel from legacy A-2 agricultural zoning to AR-5A agricultural ranchette district to implement the property’s adopted future land-use designation. Brian Elam, principal planner, told commissioners the rezoning was mandatory because the current A-2 zoning is inconsistent with the county’s comprehensive growth-management plan; staff recommended approval and said the rezoning does not add development rights or authorize development by itself.
Applicant representatives from Cotler and Hearing and Coastal Life Church said the request aligns the zoning map with the previously adopted agricultural ranchette future land use and that the site’s wetlands and preserve areas would be maintained. Pastor James Pendleton described Coastal Life Church’s long presence in Martin County and said the congregation wishes to work with House of Hope to serve community needs; both applicant and staff clarified there are no plans for residential tiny-home development on the parcel.
The Local Planning Agency had recommended approval at its June 18 hearing. Commissioners voted unanimously to approve the mandatory rezoning; future site-plan applications and permitting would still be required for any development activity on the parcel.
