University Heights council approves 2026 bond award and hires Bolton & Menk for multi‑use trail design

The motion carried on a recorded vote of 4-0-1. Council Member Mackenzie Dwyer (via Zoom), Council Member Nick Herbold, Council Member Doug Swailes and Council Member Liesa Moore voted Aye; Council Member Tim Schroeder was recorded as absent.
The council then considered Resolution No. 26-06 under the City Administrator’s report. Council Member Nick Herbold moved to award a contract to Bolton & Menk to design a multi-use trail improvement project in University Heights; Council Member Liesa Moore seconded. The contract specifies that the cost of design shall not exceed $99,134.00. The motion carried on a recorded vote of 4-0-1, with Tim Schroeder absent.
Mayor Louise From called the special meeting to order at 7:00 p.m. The meeting record lists City Administrator Troy Kelsay; City Attorney Steve Ballard; City Clerk Michael Haverkamp; Police Chief Chris Akers; and City Treasurer Jon Brown as staff in attendance. Also present were Ryan Anderson of Bolton & Menk and Maggie Burger of Speer Financial (via Zoom). There were no announcements, and the meeting was adjourned by unanimous consent at 7:27 p.m.
The council minutes indicate the proceedings are subject to approval at a subsequent meeting.
