Harmony EDA: bike-trail bids posted; state funding may expire before year-end

Staff reported the bike-trail construction bid was posted Dec. 1 with bids to be opened Dec. 15, 2022; staff warned the State may not encumber funds before year-end and the City could assume the project if a State agreement is provided.
Chris Giesen told the EDA on Dec. 1 that the Harmony bike-trail construction bid posting went live that morning and bids will be opened on Dec. 15, 2022, but he cautioned that the State’s funding could expire if it cannot encumber the funds before the end of the year.
Giesen said the City could choose to take the project over to avoid cancellation of the funding, which would require entering into an agreement with the State. He reported the Department of Natural Resources (DNR) was expected to send that agreement for review but he had not yet received it. The board discussed the timing and agreed a special meeting should be called for Dec. 8, 2022 at 7:30 AM if the agreement arrives.
The board instructed Giesen to post a special meeting and keep members informed of any developments; no formal action or funding transfer was approved at the Dec. 1 meeting.
