Plainfield council approves consent agenda and multiple rezonings, sends church rezoning back to Plan Commission

The Plainfield Town Council on June 8, 2026, unanimously approved its consent agenda, advanced multiple rezoning ordinances through early readings and voted to send a rezoning and project request from Plainfield Christian Church back to the Plan Commission for further review.

Council President Robin G. Brandgard said there had been “a lot of confusion and misunderstanding” at the Plan Commission about RZ-26-031 and moved to return the matter. Councilmember Bridget moved the motion and Gary Everling seconded; the council approved the return by unanimous roll call.

The council accepted two Plan Commission certifications read by Kimberly Robinson, Acting Secretary of the Town of Plainfield Plan Commission: RZ-26-036 (JoNa Townhomes), a recommendation to rezone roughly 1 acre to Residential Infill after a 7–0 Plan Commission vote; and RZ-26-034 (Pace Property Holding LLC/Pace Headquarters), a recommendation to rezone about 74.24 acres to I-2 Office/Warehouse Distribution after a 7–0 vote. Robinson read the formal certification language for each petition to the council.

On the consent agenda the council approved routine items and contracts, including release of retainage for Contract No. 25058 with PAF Excavation LLC ($26,381.34) for the CR 975 Trail and Boardwalk Project; Contract No. 26243 with Morphey Construction (not to exceed $143,600) to restore the Friendship Garden Pedestrian Bridge; an amendment to the Plainfield Community School Corporation reimbursement agreement increasing the Stout Heritage Parkway Extension allocation by $67,909.96 to $1,020,510.96 (funded from US‑40 TIF); and a Guaranteed Maximum Price with GM Development Companies LLC not to exceed $760,000 for temporary police facilities and demolition (funded from the Cumulative Capital Development Fund). The consent agenda passed by unanimous roll call.

Council members also moved several ordinance readings: Ordinance No. 16‑2026 (JoNa Townhomes rezone) and Ordinance No. 17‑2026 (Pace Headquarters rezone) were approved on first reading; Ordinance No. 14‑2026 (Tinoco Property annexation to Council District 5) and Ordinance No. 15‑2026 (amendments to chapters of the Plainfield Town Code) were approved on their second of three readings. The council tabled Ordinance No. 18‑2026 to be brought back at a later date. Ordinance No. 19‑2026, an additional appropriations ordinance for the Hendricks County Communications Center and stormwater operating funds, was approved on the first of two readings.

Town staff also reminded the council of upcoming local events, including Public Safety Day at the sports complex and a Law Enforcement Academy ribbon-cutting next Monday, and noted a June 18 work session focused on HR benefits.

The council adjourned after signing documents requiring signature. The Plan Commission is expected to revisit RZ‑26‑031 (Plainfield Christian Church) and return any updated recommendation to the council for further action.
