Oak Park Heights council approves trail features, maintenance contracts and utility rate study

Matt Layman, representing the Scholastic Cycling Association (SASA), asked the council for permission to add several trail features at Valley View Park — including drops (10–14 inches of vertical change), steps (beginner and advanced riser options), boardwalks and narrow "skinnies" — and explained each feature will include an A-line for general traffic and a B-line for technical features meant for training. "We're not asking for any material reimbursement or labor; we're just strictly permission to make changes," Layman said. The council moved, seconded and approved authorization for SASA to install and maintain the features.
On contracts, staff recommended awarding the Trail Reclaim Maintenance project to Minnesota Paving and Materials as the lowest qualified bidder. The council approved the recommendation and an alternate to replace an easement trail between 57th Street and Swagger Park, with a total contract cost of $48,750. For the adjacent easement fence between 57th Street North and Swagger Park, council authorized a contract with Mau Fence Company to remove and install a new cedar fence at a cost not to exceed $16,500; staff said the park-and-trail improvements budget (stated as just over $550,000) can fund the work.
Council also approved an agreement with "santex consulting services" to complete a multi-year water and sewer utility rate study, a project described as necessary to align rates with upcoming capital needs and operations; staff estimated study completion by late October.
