Bolton electors on May 16 approved the town's five-year capital improvement plan and authorized the Board of Selectmen and the town treasurer to borrow as required to meet 2024'2025 obligations, voting unanimously on each motion.
The votes took place at Bolton Town Hall, where Moderator Thomas Fiorentino called the meeting to order at 6:30 p.m. and listed those present, including First Selectman Rodney Fournier and Selectman Amanda Gordon. The meeting record notes that the Annual Reports for boards, commissions, agencies and offices for the year ending June 30, 2023, as published by the Board of Finance and filed with the Town Clerk, were accepted with a motion from Amanda Gordon and a second from Rodney Fournier; the motion carried with no discussion.
Electors then authorized borrowing: the Board of Selectmen and the Treasurer were empowered to borrow on specific accounts or otherwise "such sums of money from time to time" as necessary to meet town expenses and obligations for fiscal year 2024'2025, within the appropriations adopted. Ross Lally moved the borrowing authorization; Rodney Fournier seconded. The motion carried by voice vote, recorded as "All in favor."
The meeting also accepted the five-year capital improvement plans presented by the Board of Selectmen and the Board of Education as part of the annual budget document. Amanda Gordon moved the motion, with Rodney Fournier seconding. Ross Lally, speaking on behalf of the Finance Committee, said the plan spreads large expenditures over time to avoid concentrated, large funding requests and expressed the committee's support for the approach. The motion carried, announced as "All in favor."
With no other business, Rodney Fournier moved to adjourn; Amanda Gordon seconded and electors unanimously voted to adjourn at 6:39 p.m. The minutes were submitted by Town Clerk Elizabeth C. Waters.
