Van Meter council adopts ADU and Board of Adjustment zoning changes, approves bond-levy resolution and multiple administrative measures

The Van Meter City Council on March 9 approved two zoning ordinance changes and a package of resolutions and agreements affecting municipal finance and personnel.
Ordinances: Councilmember Travis Brott moved to open the public hearing on Ordinance No. 1-2026, amending Chapter 165 (zoning) to address accessory dwelling units. Frannie Neilsen of Bolton & Menk explained the need for the amendment. With no written or oral public comment, the council closed the hearing and approved the ordinance on a first reading while waiving the second and third readings; the motion to adopt passed on a 5-0 roll call vote.
Councilmember Joel Akers opened the public hearing on Ordinance No. 2-2026, amending Board of Adjustment procedures. Bolton & Menk’s Neilsen presented the proposal, no members of the public spoke, and the council similarly approved the ordinance (first reading, second and third readings waived) by a 5-0 vote.
Resolutions and administrative actions: The council approved multiple resolutions and agreements by roll call vote (all 5-0): - Resolution No. 2026-16: Providing for the levy of taxes to pay General Obligation Urban Renewal Bonds, Series 2026 (motion by Akers, seconded by Barney). - Resolution No. 2026-17: Sick time payout (motion by Barney, seconded by Lake). - Resolution No. 2026-18: Setting wages for Public Works DNR water and wastewater certifications (motion by Akers, seconded by Young). - Resolution No. 2026-19: Setting wages for Officer Andrew Cooper for SRO certification (motion by Brott, seconded by Barney). - Resolution No. 2026-20: Appointing City Clerk Travis Cooke as Interim Administrator and authorizing a weekly stipend (motion by Lake, seconded by Young). - Resolution No. 2026-21: Approving Maddie Lavallée as Deputy City Clerk (motion by Akers, seconded by Barney). - Resolution No. 2026-22: Authorizing Maddie Lavallée as an authorized signer on city bank accounts (motion by Brott, seconded by Barney). - Resolution No. 2026-23: Approving Interim City Administrator/City Clerk Travis Cooke as an authorized IPAIT account manager (motion by Brott, seconded by Barney).
Agreements approved included a Civic Systems/CivicPlus agenda and meeting management software services agreement and an Employee Assistance Program services agreement with Employee and Family Resources; both motions passed 5-0.
Consent agenda: Earlier the council approved the consent agenda, which included a claims list totaling $220,893.78 and payroll entries as presented in the packet.
The meeting concluded with staff reports presented as written and a 5-0 roll-call vote to adjourn at 8:07 p.m.
