Pine Springs council approves Blue Ox Media billboard lease, 3–1

The Pine Springs City Council on Nov. 12 approved a lease with Blue Ox Media authorizing the company to install and operate a billboard within city limits.
Steve Boynton of Blue Ox told the council that “Blue Ox will install the tower with 15% escalated fee every five years.” He said the city would determine billboard content and that “the ads must meet federal and state guidelines.” Councilmember Kinney moved to approve the agreement with provisions drafted by city lawyer Christina Benson; Councilman Adams seconded. The motion passed with Dahl voting no and Kinney, Adams and Mayor Christensen voting yes (motion 24-102).
City staff and council members discussed implementation details and revisions to the city’s sign ordinance. Boynton offered to provide a draft ordinance to clarify the timing and display rules for the digital sign. Christina Benson, the city lawyer, worked with councilmembers on language to include as provisions in the contract.
The council record notes that revenue to the city begins when the lease is executed and the billboard becomes operational, though that timing is subject to change based on implementation details. Councilmembers expressed that the billboard could generate funds for the city, a point Councilmember Kinney explicitly raised during discussion.
