Bristol council approves Maple Street property transfer, awards BOT for street garage and adopts updated town code

The Bristol Town Council approved several administrative and capital items on March 5, 2026, including accepting property transferred from the Redevelopment Commission, awarding a build-operate-transfer (BOT) contract for a new street garage, and adopting a newly codified municipal code.
Redevelopment Commission and council: members of the Redevelopment Commission earlier approved Resolution RDC 35-2026-02 to transfer three Maple Street parcels (identified in the agenda as 704, 706 and 708 Maple Street) to the town to permit construction of a street-department maintenance building. The council then adopted a matching resolution (3-5-2026-5) accepting the parcels; counsel said the deed will be executed after the RDC signs the warranty deed.
Build-Operate-Transfer award: Counsel presented Resolution 3-5-2026-04, recounting a committee evaluation of proposals under Indiana’s BOT process and recommending award to JDK Development LLC. The committee reviewed design, budget and financing deliverables; council approved the resolution by voice vote and counsel said construction procurement actions could proceed immediately with an anticipated occupancy around Sept. 1.
Code recodification: The council also adopted Ordinance 3-5-2026-6, enacting a newly codified town code (last formally codified in 2019). The code will be available online and searchable via Municode and in print at the clerk-treasurer’s office; the council used the statutory “consent to adopt on first reading” process, which requires unanimity, followed by a unanimous vote to adopt on first reading.
Other business: Manager Mike Yoder presented change order No. 6 for the water-tower piping ($17,965) and a State Revolving Fund distribution (#53) to Phoenix Fabricators ($180,928 with a $9,523 retainage); both items were approved by vote. The manager also reported the town completed final payment on an earlier county loan for a bike path.
Votes and outcomes: The council recorded unanimous yes votes on the Maple Street transfer resolution, the BOT award to JDK Development LLC and on adoption of the revised municipal code. The change order and SRF distribution were similarly approved. Counsel said associated documents (deeds and the BOT agreement) would be executed consistent with the resolutions passed.
What this means: The property transfer clears a title and administrative step enabling the town to proceed with the street garage project under the awarded BOT agreement. The new codification will make town ordinances searchable online via Municode, intended to improve public access to local laws.
