Bristol staff to apply for state energy grant to buy two electric vehicles with a local match

Town staff told the council they will seek state funding to electrify portions of the municipal fleet and install charging infrastructure.

The town plans to submit an Energy Efficiency & Conservation Block Grant application by April 5 to purchase two electric vehicles, charging stations and related electrical work. Staff estimated the package of vehicles and infrastructure at roughly $200,000 in quotes and said the town would commit up to a 20% local match in 2027. "The grant submission date is April 5th," the town manager said, and staff asked the council to authorize the mayor or designee to sign a commitment letter so the application can proceed.

Council members and staff discussed vehicle selection and operational logistics: one vehicle considered was a pursuit-rated pickup for police use (Chevrolet Silverado was mentioned) and staff raised concerns about vehicle range, overnight home charging and whether to reimburse officers for home electricity. Staff suggested an alternate outcome: if a pursuit-rated EV is unsuitable for police patrol, the truck could be reassigned to utilities or streets operations.

Why it matters: If funded, the grant would offset capital costs for municipal electric vehicles and the charging infrastructure and help the town reduce fleet emissions and operating costs. The town noted that a prior round of federal grants reduced competition in nearby municipalities, improving Bristol’s chance in this cycle.

Next steps: Staff will finalize quotes, submit the application and return any final commitment form for signature; council did not vote on a formal appropriation at the meeting.
