Brooks council approves county-run election agreement, Morgan Mill resurfacing and library deaccession

Mayor Daniel Langford called the Brooks Town Council to order at 6:30 p.m. and the council moved quickly through routine business, approving the meeting agenda and the January 23 minutes before taking up new items.
Town Manager Maurice Ungaro presented an intergovernmental agreement asking Fayette County to run the town's upcoming municipal election. Ungaro said the agreement is routine and was reviewed by the town attorney. Council Member Scott Israel moved to approve the IGA; Council Member Todd Speer seconded. The motion passed unanimously. In a separate but related action, staff presented a proposed ordinance to add Chapter 14 (elections) to the town code; Ungaro said the draft aligns with county and state practice. That ordinance received a first reading with no vote; the second reading and vote are scheduled for April 17, 2023.
On public works, Ungaro told the council the town will piggyback on Fayette County’s resurfacing contract to repave the portion of Morgan Mill Road from Whitewater Road to the Highway 85 Connector. Staff provided measurements (1,438 linear feet by 24 feet = about 3,835 square feet) and line-item costs: single surface treatment $8,361; micro-surfacing $14,535; center line painting $476; crack sealing up to $2,000. Ungaro estimated the town's share at roughly $23,372–$25,000 and said about $25,000 in LMIG funds are available. Council Member Brian Davis moved to join the county contract; Council Member Scott Israel seconded. The vote was unanimous.
Library director K. Bradley asked the council to approve the deaccession of 354 outdated books, valued at $464.57. Council Member Scott Israel moved to approve; Council Member Todd Speer seconded. The motion passed unanimously.
