Moline-Coal Valley CUSD 40 board adopts 2026–27 budget, approves SRO agreement and several licensing deals

At its June 22, 2026 regular meeting, the Moline-Coal Valley CUSD 40 Board of Education held the statutorily required public hearing on the proposed fiscal-year 2026–27 budget and then adopted the annual budget by roll-call vote.
During the hearing district staff summarized the key figures required by state statute: beginning fund balances, estimated revenues and expenditures, and ending fund balance. The administration noted a sizable deficit in the capital-projects account that is driven by timing of ongoing construction and bond-funded spending; staff said the district holds the related funds in the beginning balance and expects many projects to close out by the end of the next fiscal year. The district also said it had an approximately $2.5 million timing advance related to bond proceeds that will be repaid in the coming fiscal year.
Dr. S. said the administration expects the budget to produce several tangible outcomes families will notice next year, including updated and organized elementary learning environments, enhanced investment in athletic programs, a more appealing and efficient high-school cafeteria and updated high-school restrooms that will improve safety for students and staff. “We really feel that our students and staff and family are going to see an updated and organized learning environments,” Dr. S. said.
Following the budget hearing the board moved through consent items and individual votes. Trustees approved an agreement with the Village of Coal Valley to provide a school resource officer at Bicentennial Elementary for the 2026–27 school year and authorized a licensing agreement with Two Rivers YMCA. The board also approved licensing agreements for bowling and youth athletic/theater programs; that motion passed by roll call with one abstention (recorded as Jeff Manis abstaining).
Other agenda actions approved without recorded discussion included the consolidated district plan required by the Illinois State Board of Education and acceptance of first and second readings of updated board policies as presented.
Before adjourning to closed session, a trustee recognized Diane Moore for her community historic-preservation work. The board then moved into closed session to discuss collective negotiations, salary schedules and personnel and property matters.
