Nowthen extends Chief Robert Miller’s contract as he outlines recruitment and training plan

The Nowthen City Council voted June 10 to extend the contract of Fire Chief Robert Miller through Dec. 31, 2027, after hearing a six‑month status report in which Miller outlined equipment fixes, training changes and a recruitment strategy.

Chief Miller told the council his department completed a needs assessment, replaced or repaired vehicle components (including 18 tires and tanker brakes), converted recordkeeping to an electronic system for equipment and training accountability, and is pursuing several grants for turnout gear and equipment. He said a local cabinet shop will donate construction of two new office spaces at the fire station, and that the department has arranged training partnerships with the state fire marshal’s office and neighboring counties for live‑burn exercises this fall.

Miller urged the council to consider a fire‑inspection/prevention program and related ordinances for 2026, saying "we don't do fire inspections in the community... it is a liability that we're not doing those." He described recruitment and internal leadership development as top priorities and recommended incremental growth for a department created in 2021. Miller also presented per‑capita cost comparisons and asked for council consideration of continued part‑time chief staffing while the department builds capacity.

Councilmembers supported the extension as a means to provide stability and continuity while recruitment, training and program implementation continue; several members noted the contract includes a 30‑day termination clause and that cost and benefits will be reviewed as part of budget discussions. The resolution extending Miller’s contract passed by voice vote.
