The Kenosha License and Permit Committee voted 3–2 on Feb. 2 to recommend that the Common Council revoke the liquor license held by 2 Keno Bar LLC (d/b/a TU Kino Salon), after the parties stipulated to facts and committee members concluded the licensing threshold had not been met.
Owner representatives, including Thomas San Ferrelli, told the committee they operate a salon business alongside a bar and that initial economic impact figures submitted at application reflected the Texas franchise model. Jennifer Cooner, who identified herself as an owner, said the business had added a separate exterior entrance for the bar area in Kenosha and highlighted community involvement and charitable work. City counsel and the owner's attorney discussed that the original application and record included only bar‑side figures; San Ferrelli and Cooner said the combined salon and bar totals (not initially in the record) would exceed the licensing economic threshold.
City legal staff and the owner's counsel agreed to enter the economic impact statement dated Jan. 20, 2022, and related materials as Exhibit A. Committee members expressed concern about whether the record supported the application as filed. After moving into closed session for deliberations, the committee returned and the chair moved to recommend revocation to the Common Council under section 10.63(d) of the municipal ordinance. The roll‑call vote was Chairperson Kennedy (aye), Vice Chairperson Ruffalo (nay), Alderson Harper (nay), Alderson Dyson (aye) and Alderson Seale (aye), carrying the motion 3–2.
The recommendation now goes to the Common Council for final action. The owners said they would provide revenue reports to staff after the meeting; staff will include any additional documentation the committee accepted as exhibits as part of the record sent to the council.
