Kewanee council approves FY2019-20 appropriations and routine ordinances; unanimous roll calls on multiple items

The Kewanee City Council on May 28 approved the municipal Appropriations Ordinance for May 1, 2019–April 30, 2020 and a slate of routine ordinances and resolutions, each by recorded roll call.
Ordinance #3963 (appropriations) passed on a motion by Council Member Steve Faber, seconded by Council Member Michael Komnick; roll call showed four ayes, no nays. Council accepted the Zoning Board of Appeals minutes and separately approved Ordinance #3964 granting a variance to Dean Olson at 629 W. Prospect St.; the Zoning Board had voted unanimously in favor. Resolution #5163 established premiums for eligible participants in the city’s self‑insured health care program; the premiums were calculated by the former city clerk with insurance consultants to match FY2019‑20 budget estimates.
Council approved Resolution #5164 to provide janitorial services for City Hall and the Amtrak Depot to Peart Properties of Kewanee after two bids were received (approximately $5,000 difference between bids). Ordinance #3965 amended city code to raise the minimum age to buy or use tobacco, e‑cigarettes and alternative nicotine products from 18 to 21; City Manager Bradley noted the state of Illinois enacted a law effective July 1, 2019 requiring the increase. Resolution #5165 authorized Hype, Inc. d/b/a Cerno’s Bar & Grill to use the alley and parking area in the 200 block of West Second Street for Hog Days; Police Chief Ainley noted no serious problems in recent years with the request.
All listed votes reported 4 ayes, no nays. The council also approved bills totaling $740,005.59 on a motion by Council Member Steve Faber, seconded by Council Member Michael Yaklich (roll call 4–0).
