Swisher council approves intergovernmental storage agreement, appointments and debt report; hears possible annexation reimbursement of $118,560

At its July 22 meeting the Swisher City Council approved several routine resolutions, confirmed appointments to a community fund board and discussed a potential reimbursement to Johnson County tied to property annexation.
The council approved a 28E agreement (Resolution 52-2024) with the Johnson County Emergency Management Agency and the Jefferson-Monroe Fire Department allowing use of the city garage behind city hall to store vehicles and equipment; the motion was made by Adam Roeder, seconded by Michael Stagg, and passed unanimously. The council also approved Resolution 51-2024 appointing Lindsey Sojka and Karen and Craig Vondracek to the Swisher Community Fund Board of Trustees (motion by Michael Stagg, seconded by Kody Pudil).
Council members approved the FY2024 Debt Obligation Report and authorized the city clerk to submit it to the Iowa State Treasurer (motion by Kody Pudil, seconded by Adam Roeder). The minutes record unanimous approval.
Mayor Julie Persons informed the council that the Johnson County Board of Supervisors agreed the joint 120th St/Division St Improvement Project was completed Oct. 1, 2020. The City Engineer estimated that reimbursing Johnson County under the project agreement if the Degen and Sheely properties are annexed would require $118,560. The mayor said the city is exploring options to extend payments over five years and noted that if either property requests a TIF rebate the city could recoup reimbursed amounts; the city is awaiting advice from the Bonding Attorney about whether unspent Division St bond funds could be used for reimbursement.
No formal vote was recorded on annexation reimbursement during the meeting; the report was informational and council direction is pending further legal and financial review.
