Board approves multiple land-development items, authorizes resolution for WorkSpace plan and advances zoning amendments

The East Whiteland Board of Supervisors on March 12 voted on several planning, development and zoning matters: it approved a preliminary/final land-development application for a flex-building complex at 19 Bacton Hill Road, authorized the solicitor to draft a resolution of decision for a proposed WorkSpace industrial building at 55 and 65 Valley Stream Parkway, extended the WorkSpace review period to April 30, 2025, and agreed to advertise multiple zoning ordinance amendments including a Logistics and Fulfillment Center Overlay (LFCO) district.
Staff and project representatives described the proposals. For LD-02-2020 at 19 Bacton Hill Road, the applicant proposed a 4,500-square-foot accessory storage building plus seven 5,000-square-foot flex units (total 35,000 sq. ft.) in the Industrial zoning district; staff and solicitors prepared a resolution with standard and project-specific conditions and to-be-approved waivers. Supervisor Peter Fixler moved to approve the resolution; Rich Orlow seconded and the motion passed unanimously.
For LD-09-2024 (WorkSpace) at 55 and 65 Valley Stream Parkway, applicant representative Ms. Zarro said the preliminary plan envisions an 86,000-square-foot general industrial building intended to be marketed for research and development, life sciences or light manufacturing tenants. Staff noted a requested waiver from stormwater infiltration requirements because of on-site karst geology; the plan would instead use MRC basins for water quality and rate control. The Board authorized the solicitor to draft a resolution and approved an extension of time to April 30, 2025 to allow continued review.
On zoning, staff presented proposed amendments to conditional use submission requirements, clarified definitions and permitted uses across office, mixed-use and industrial districts, and proposed the new LFCO overlay to identify appropriate locations for logistics and fulfillment centers. The Board agreed to move the April meeting to Monday, April 15, 2025, at 6:30 p.m. for the hearing and to advertise the proposed changes for public review.
No votes against or public oppositions were recorded during the actions on these items at the meeting.
