Templeton council approves street finance report, sets urban renewal hearing and passes routine measures

At its Oct. 7 meeting Templeton City Council adopted Resolution 1416-24 approving the 2024 IDOT Street Finance Report, set a Nov. 4 public hearing on an urban renewal amendment (Resolution 1417-24), and unanimously approved several routine motions including insurance, a Region XII contract extension, Trick-or-Treat hours, and a playground expansion.
Council Member Mark Bauer introduced and the council adopted Resolution No. 1416-24 approving the Iowa Department of Transportation Street Finance Report for the fiscal year ending June 30, 2024, and authorized the City Clerk to sign the report.
Bauer also moved and the council adopted Resolution No. 1417-24 to set a public hearing on an amendment to the Templeton Urban Renewal Plan. The resolution schedules the hearing for 7 p.m. Monday, Nov. 4, 2024 at Templeton City Hall; directs the City Clerk to publish notice in the Carroll Times Herald in the statutory notice window; initiates consultation under Iowa Code Section 403.5 with the Carroll Community School District and Carroll County; and refers the amendment to the Planning & Zoning Commission for review and recommendation.
The council handled multiple routine items by unanimous vote: a contract extension with Region XII Council of Governments was approved; Trick-or-Treat hours were set for Oct. 27, 2024, from 4 p.m. to 6 p.m.; the Wellmark insurance package was approved; a tree-removal quote from RK’s Tree Service LLC was approved; the Park Board’s recommendation to expand the playground area for new equipment was approved; and the Annual Financial Report for fiscal year 2023–24 was accepted. The council then approved the Consent Agenda, which included minutes, financial statements, and claims.
Financial highlights entered into the record included August 2024 revenue of $73,317.84, expenditures of $115,029.06, and total cash and investments of $727,023.94. The meeting minutes include a detailed vendor and payroll listing. The council adjourned at 8:36 p.m.
