Bay Minette council approves $850,102.55 in bills, grants hemp retail license to Cash Saver 14 after 5–1 vote

The Bay Minette City Council approved revised accounts payable totaling $850,102.55 and granted a retail hemp products license to Cash Saver 14 during its regular meeting on April 20, 2026.
Mayor Joshua O. Brown requested approval of the revised accounts payable. Councilmember Mike Phillips moved to approve and Councilmember Matt Franklin seconded; the motion carried unanimously.
On a separately recorded resolution, the council considered two applications for licenses related to consumable hemp products. Mayor Brown announced Resolution 0426-09, an application for a 700 Specialty Retailer of Consumable HEMP Products License for Bay Minette Liquor Wine Cigar (712 D'Olive Street), was tabled for additional information.
The council then voted on Resolution 0426-10, a 720 Retail Food Store Consumable HEMP Products License for Cash Saver 14 at 710 McMeans Avenue. Councilmember Tyrone Thompson moved to approve and Mayor Pro Tempore Pete Sellers seconded. The motion carried with ayes from Mayor Brown, Mayor Pro Tempore Sellers, Councilmembers Mike Phillips, Tyrone Thompson and Chris Norman Sr.; Councilmember Matt Franklin voted no, yielding a 5–1 outcome in favor of the license.
Councilmembers also approved Resolution 0426-11 to dispose of City Hall surplus (moved by Mike Phillips, seconded by Chris Norman Sr.), Resolution 0426-12 waiving the license agreement fee for the North Baldwin Chamber to use Blackburn Park for a networking event on May 13 (moved by Matt Franklin, seconded by Tyrone Thompson), and Resolution 0426-13, an appropriation of $500 for the Baldwin County Corrections Community Outreach Program with funds allocated District 2 — $350 and District 3 — $150 (moved by Tyrone Thompson, seconded by Matt Franklin). Those motions carried unanimously.
Mayor Brown closed the meeting with announcements about upcoming community events — Foodie Friday on April 24 at Blackburn Park and the North Baldwin Chamber Crawfish Cook Off on April 25 at Haliday Park — and the council adjourned following a unanimous motion to do so.
The meeting record shows no citizens spoke during the public comment period. The council did not take final action on Resolution 0426-09; the application was tabled pending additional information.
