Wahpeton council adopts budget amendment, fund transfer and several agreements; city attorney plans June retirement

At its Jan. 13 meeting the Wahpeton City Council approved multiple financial and administrative items. After opening a public hearing earlier in the meeting, the council voted to adopt Resolution 25-01, adopting the FY2025 budget amendment (motion by Rosalise Olson, second by Brad Jones; voting aye: Rierson, Mead, Jones, Olson and Kruger). The council then approved Resolution 25-02 authorizing transfers of funds (motion by Holly Mead, second by Merlyn Kruger) and accepted a draft city exam report and agreed-upon accounting procedures prepared by Winther, Stave & Co. (motion by Tom Rierson, second by Merlyn Kruger).

The council unanimously approved Resolution 25-03 to authorize agreements with the City of Milford and Milford Memorial Library, the City of Arnolds Park Library and the City of Spirit Lake Library, and adopted a Procurement Policy for Wahpeton (motion by Brad Jones, second by Holly Mead). The consent agenda — including Dec. 9, 2024 council minutes and December financial reports — was approved earlier in the meeting.

City Clerk/Administrator Carrie Funk reported total city revenues for Dec. 2024 of $338,988.93 and total expenses of $155,372.04, with fund subtotals noted in the financials. Claims and vendor invoices listed a HR Green invoice for $55,755.45 under water treatment plant improvements and several routine utility and payroll items. During staff reports City Attorney Hemphill announced his retirement effective June 30, 2025. Water Superintendent Darin Peterson reported two main water breaks, on Emerson and Manhattan Boulevard. The council adjourned at 5:53 P.M.
