CCRPC staff report on July flood response and Act 47 housing studies under S.100

Executive Director Charlie Baker updated the committee on CCRPC staff involvement in July flood recovery efforts. He said CCRPC staff members working with the Vermont State Emergency Operation Center helped communities assess flood damage in several Chittenden County municipalities — notably Bolton, Milton and Richmond — and that Burlington experienced a sewer line break. Baker said towns will have access to FEMA funding and CCRPC is assisting where possible.
Baker also summarized work connected to the S.100 housing bill: CCRPC is leading or participating in four Act 47 studies related to housing and Act 250 reform. He said the Act 250 study is likely to recommend stronger protection of natural resource areas with a trade-off of reduced Act 250 involvement in urban areas to encourage growth. He asked members for feedback on the concept and said there will be requests for better future land use mapping and coordination with other RPCs to develop consistent criteria for mapping and designation decisions under Act 250.
