CCRPC renews MS4 stormwater services agreement covering 12 permittees with $72K–$84K dues

Dan Albrecht presented the MS4 Stormwater Program Services Agreement renewal, describing CCRPC’s role providing services to nine municipalities and three organizations to assist compliance with certain Minimum Control Measures of their MS4 permits. He said the agreement represents a renewal of services and that language has become more refined as the program has evolved. Annual dues were described as totaling roughly $72,000 to $84,000 split among twelve entities, including Burlington International Airport, Burlington, Colchester, Essex, Essex Junction, Milton, Shelburne, VTrans, University of Vermont, Williston and Winooski.
Albrecht explained the dues cover marketing and subcontractor expenses for public education and outreach to foster public participation; direction from the MS4s is provided at the monthly MS4 Subcommittee of the Clean Water Advisory Committee. He noted the draft agreement was reviewed and approved by the 12 permittees named. Jacki Murphy pointed out a broken "Smart Waterways" link and Albrecht said he would update it. The committee voted to approve the MS4 Services Program Agreement as presented and to share it with the Board in September.
The agreement renewal is administrative and intended to maintain coordinated outreach and compliance assistance among permittees rather than impose new permit conditions.
