CCRPC recommends Regional Priority Project list to GBIC, urges improved municipal outreach and board diversity

The Chittenden County Regional Planning Commission’s Executive and Finance Committee voted on Dec. 6, 2023 to recommend that the Greater Burlington Industrial Corporation (GBIC) adopt the commission’s Draft Regional Priority Project (RPP) list and to ask GBIC for greater municipal engagement and a more culturally diverse board.
Taylor Newton told members the RPP is focused on construction‑ready projects and differs from the UPWP, which covers planning work. Charlie Baker said CCRPC increased municipal outreach this year and that GBIC coordinates scoring and prioritization with CCRPC. Several committee members said municipalities still want clearer outreach and better connections to GBIC. Bard Hill and Jacki Murphy questioned whether GBIC adequately explains its role to towns and whether ties in scoring can be reflected when there are many high‑scoring projects; Elaine Haney urged GBIC to diversify its board to reflect county demographics.
Catherine McMains moved and Jacki Murphy seconded a motion to recommend the list be adopted by GBIC; the motion carried unanimously. The committee also asked staff to inform GBIC that municipalities want more engagement and to encourage GBIC board diversification.
The recommendation is advisory to GBIC; GBIC retains authority over adoption and outreach practices.
