CCRPC approves 45‑day Act 250 notice for 150 kW Bay Ridge solar array in Shelburne

The Chittenden County Regional Planning Commission’s Joint Executive & Finance Committee voted unanimously on Dec. 6, 2023 to approve a 45‑day notice application letter for a proposed 150‑kilowatt solar array at 3229 Shelburne Road in Shelburne (Bay Ridge, Champlain Housing Trust, #23‑4017‑AN).
Taylor Newton, CCRPC planning manager, presented the application and screen‑shared project materials. Newton said CCRPC’s review finds the project conforms with the commission’s 2018 ECOS Plan—specifically Energy Goal #17—and that the location meets CCRPC suitability policies. The staff review initially listed one State possible constraint but was updated to include two: (1) Class 1 and 2 wetlands, which CCRPC says the proposed array will not impact but should be confirmed with the Vermont Agency of Natural Resources; and (2) agricultural and hydric soils, for which CCRPC requested that any impacts be minimized per recommendations to the Vermont Agency of Agriculture, Food and Markets.
Jacki Murphy moved and Elaine Haney seconded approval of the 45‑day notice letter with an update to the number of State possible constraints; the motion carried unanimously.
The CCRPC noted it will review the project location again with each submittal to confirm findings. No formal permit decision was made by the committee; the action was approval of CCRPC’s 45‑day notice comment letter to state reviewers.
