Ivanhoe council approves donations, delegates cannabis zoning responsibility and requests county engineer briefing

The Ivanhoe City Council on Feb. 10 approved several routine and policy actions, including two donations to the Ivanhoe Fire Department and a resolution delegating registration and land-use zoning responsibility for cannabis retailers.
The council approved claims listed as Batch 2.10.25, which presented fund-level payments including the General Fund ($5,810.31), Fire Fund ($1,382.75), Ambulance Fund ($2,917.56), Water Fund ($5,679.51), Sewer Fund ($631.79), Garbage Fund ($2,706.47) and Library Fund ($541.04). City-side totals amounted to $19,670.22; the liquor fund showed $16,660.18, for a combined total of $36,330.40. A motion to approve claims was made by Adam Panka and seconded by Brad Blanchette; the motion carried, and Mayor Shad Lipinski recorded an abstention on the invoice vote.
The council unanimously adopted Resolution 2025-08, accepting a $323.50 donation from Ivanhoe Senior Citizens to be designated for Ivanhoe Fire Department equipment, and Resolution 2025-09, accepting a $500 donation in memory of Dean Liebfried for the same purpose. Resolution 2025-08 was offered by Adam Panka; Resolution 2025-09 was offered by Kyle Krier; both were seconded and approved unanimously.
Councilmembers also adopted Resolution 2025-10, described in the minutes as delegating registration and land-use zoning responsibility for cannabis retailers. Brad Blanchette offered the motion, Kyle Krier seconded it, and the resolution was approved unanimously. The meeting minutes do not include the resolution text or details of changes to local procedures; the council recorded only that the delegation resolution passed.
The council adopted Resolution 2025-11 approving a county project to improve County State-Aid Highways No. CSAH 5 and CSAH 23 within Ivanhoe’s municipal limits. The council requested that the County Engineer attend the next meeting to discuss the project scope and next steps.
The EDA recommended—and the council approved—appointments of Nancy Jerzak and Rob Hopper to the Economic Development Authority. Kyle Krier moved the appointments; Brad Blanchette seconded, and the motion carried unanimously.
