Ruprecht framed the concept as a neighborhood‑oriented lounge that references historical local venues and said the operation will avoid late‑night service past midnight. Staff told commissioners that if the redevelopment commission issues a favorable recommendation the application will be forwarded to the Town Council and included with the state Alcohol and Tobacco Commission (ATC) application materials. After brief questions about food offerings and operations, the commission voted to provide a favorable recommendation and transmit the application to the Town Council for final action. The recommendation does not itself grant a license; final approval remains with the Town Council and the state ATC.
