Walker City Council approves $120,000 loan-note sale, clears Habitat lien and two CDBG-DR claims

The Walker City Council on Aug. 14 unanimously approved a package of finance items, including acceptance of a proposal to sell $120,000 in General Capital Loan Notes, Series 2024B, lien releases for a Habitat for Humanity home at 405 Park Street tied to CDBG-DR funding, and two grant claims under the city’s CDBG-DR program.
Mayor Cole Bamrick (via conference call) called the meeting to order at 11:00 a.m. and led the Pledge of Allegiance. Councilmember Jonathan Wolff moved to approve the consent agenda; Councilmember Paul Nielsen seconded and the motion passed on a 5-0 vote.
On Resolution 2024-24, “Resolution Directing Acceptance of a Proposal to Purchase $120,000.00 General Capital Loan Notes Series 2024B,” Councilmember Kyle Glenn moved and Councilmember Paul Nielsen seconded. The roll call vote recorded ayes from Glenn, Abagail Wells, Nielsen, Wolff and Rob Dunn; the motion carried, authorizing the city to accept the purchaser’s proposal for the Series 2024B loan notes.
The council then approved Resolution 2024-25, which authorizes lien releases for 405 Park Street in connection with a Habitat for Humanity project funded in part by the Community Development Block Grant – Disaster Recovery (CDBG-DR). Councilmember Jonathan Wolff moved the measure and Councilmember Rob Dunn seconded; the resolution passed on a unanimous roll call vote.
Councilmembers also approved two CDBG-DR payment actions. Resolution 2024-26, approving Claim #3, passed on a roll call vote listing Dunn, Nielsen, Wells, Wolff and Glenn as ayes after a motion by Kyle Glenn and a second by Jonathan Wolff. Resolution 2024-27, approving Claim #4, passed after a motion by Glenn and a second by Nielsen; the roll call reflected ayes from Wolff, Dunn, Glenn, Wells and Nielsen.
The meeting lasted about nine minutes; Councilmember Jonathan Wolff moved to adjourn at 11:09 a.m., a motion seconded by Rob Dunn and approved 5-0. The minutes state that Connie Helms, Finance Director and City Clerk/Treasurer, submitted the record and that Mayor Cole Bamrick approved the minutes. Maggie Burger of Speer Financial was listed among those present.
The council’s next regular meeting is scheduled for Monday, Aug. 26, 2024, at 7:00 p.m. in Walker City Council Chambers.
