Committee debates outreach push: short social videos, volunteer observations and a near-miss reporting pilot
Summary
The committee weighed a paid short-video proposal and a volunteer monthly observation program to collect field observations about helmet use, distracted walkers and wrong-way cyclists; members favored positive reinforcement at public events and using audits and outreach to guide priorities.

Committee members discussed a two-track outreach approach: a paid vendor’s short-video campaign tailored to Bethany Beach and a low-tech volunteer observation program to collect monthly field reports about visible safety behavior.
Julie (S6), who is leading marketing and events work for the committee, described a vendor proposal that breaks video content into short-form clips for distinct audiences — vacationers, walkers and cyclists — and a separate series on topics such as e-bike safety and ‘top-five’ quick tips. “These are quick videos, the short form videos that’ll be used everywhere, pop in,” Julie said when outlining the proposal.
Separately, the chair proposed a simple monthly observation or ‘near-miss’ log to capture how often people wear helmets, use lights, ride in the correct direction and whether pedestrians are distracted. “That kind of process is the health of a safety culture,” the chair said, arguing the program would give the committee realistic, on-the-ground feedback and topics for targeted outreach.
Members discussed practical limits — observers may not always be able to stop a moving cyclist to talk — and agreed to emphasize positive reinforcement. Diane (S5) suggested reframing some signage and messaging to encourage people to “walk your bike on the sidewalk” in locations where crossing opportunities are limited. The police said they prefer reward-based engagement, helmet giveaways and in-person education rather than ticketing families at busy summer locations.
Committee members agreed to prioritize coordination: Julie will prepare a synopsis of the video proposal and routing options; the police and committee will coordinate messaging for videos and events; volunteers will be invited to gather short observation notes at next weekend’s Poseidon Festival and at scheduled bike events. The group also agreed to circulate an event-and-supplies spreadsheet and finalize volunteer sign-ups before the season begins.
Next steps: Julie to share a video proposal summary with the committee and town council for funding approval; committee to pilot the monthly observation form at upcoming events and report back at the next meeting.
