Seneca County commissioners approve supplemental appropriations, forward road repair bids for engineer review

Seneca County commissioners met on June 23, 2026, and approved a set of supplemental appropriations and resolutions while opening bids for a local pavement-repair project.

The board opened bids for the County Road 7 and County Road 592 pavement repair project. The engineer's estimate for the job was reported at $504,411. Two sealed bids were presented: Gerken Paving submitted $460,224.30 and M&B Asphalt submitted $441,913.70. Commissioners agreed to forward both bids to the county engineer for review and recommendation before any award is made.

The board approved a consolidated package of supplemental appropriations and transfers. The items included a $120,000 blanket purchase order for maintenance contract services (general fund 0010), a $112,000 transfer to the Justice Center operating fund, a $70,000 advance to the solid waste district fund, a $50,000 emergency culvert replacement (maintenance repair fund 1020) for County Road 43 at State Route 101, a $112,000 capital-projects appropriation for a jail door-control system retrofit (capital projects fund 1215), and a $140,000 blanket for Justice Center contract services and utilities (Justice Center operating fund 1244). During discussion, staff said the jail work had been bid the prior month and that appropriations were being put in place before any invoices were received.

Commissioners Paradiso, Bostwick and Frankart recorded yes votes on the supplemental appropriations package in the roll call that followed, carrying the motion.

Separately, the board approved a $177,000 fund transfer from the general fund to the Justice Center operating fund (1244) by resolution. The board also authorized an advance from general fund 0010 to the solid waste management fund (2500) to cover initial establishment costs while the county completes an RFP for an outside consultant.

The board amended Resolution 26-95 to permit the Seneca County Recorder’s office to accept credit and debit card and other electronic payments and approved increasing the minimum credit-card fee from $0.50 to $1 at the recorder’s request.

The commissioners also authorized execution of a subordination of mortgage for Brent and Danielle McMonigal to allow the homeowners to obtain a refinance loan; staff said this action formalized earlier letters of support from the board.

Finally, the board adopted a Community Development Block Grant (CDBG) risk-assessment policy to satisfy a requirement from the Ohio Department of Development for distribution of federal funds.

The meeting lasted roughly 18 minutes. No public comments were registered and the board adjourned.
