Toledo council approves alley-sale resolutions, sets FY27 budget hearing and spring clean-up dates

The Toledo City Council unanimously approved four related resolutions at its March 23, 2026 meeting to advance the closing and sale of city-owned alley property and to authorize quit-claim deeds.

The minutes list the resolutions as #2026-04 (an amendment to Resolution 2012-17Rb to close and sell an alley), #2026-05 (to amend Resolution 2012-19Rb to accept bids and approve sale of an alley), #2026-06 (to amend Resolution 2012-20Rb approving a quit-claim deed), and #2026-07 (to amend Resolution 2012-21Rb approving a quit-claim deed). Each resolution was moved and seconded as recorded in the minutes and carried by roll-call vote; the five council members present (Cook, Vesely, Pansegrau, Boll and Ray) voiced ayes with no nays.

The council also approved the consent agenda, moved by Council member Cook and seconded by Council member Pansegrau. The consent package included minutes from prior meetings, accounts payable of $39,913.04 and payroll of $36,509.87 for a total reported disbursement of $76,422.91, a utility lien to certify for 804 S. Main ($124.75), building permit 2026-05 for 600 W Ross (woven wire fence), liquor license owner updates for Brew Oil locations #92 and #104, and retail tobacco permits for Kwik Star #710 and Brew Oil #92 and #104. Vendor line items listed in the minutes include Marquess Law Office, P.C. (city legal fees, $1,430.00) and Region 6 Resource Partners (FY26 annual city dues, $1,184.50).

Council member Vesely moved, and Council member Cook seconded, a motion to set the city’s spring clean-up for April 22–23, 2026 to be provided in the same manner as previous years except that chipping will not be offered; the motion was carried unanimously.

Mayor pro-tem Boll moved, seconded by Council member Pansegrau, to set a public hearing on the FY27 proposed budget for April 13, 2026; that motion also passed unanimously. Under old business, the minutes record that a separate request to vacate and sell an alley off W. Harrison was declined after written opposition was submitted and will not move forward.

The minutes record that the meeting was called to order at 5:32 p.m., and the session adjourned at 6:25 p.m. The minutes list Mayor Bill Sokol as absent and Kim McAdoo as City Clerk. Notably, the minutes text includes an internal inconsistency (it also states "Mayor Sokol requested a motion" earlier in the record); the transcript appears to contain that contradictory phrasing in the official minutes document.
