Toledo City Council approves $136,289.29 in expenses, grants raise to newly certified officer

The consent agenda included minutes from the April 14, 2025 meeting; invoices and claims totaling $98,957.13; payroll checks totaling $37,332.16; certification of liens on several properties; multiple building permits; temporary liquor license approvals for Lucky Wife Wine Slushies for June and August 2025; and a cigarette and tobacco permit for Fareway Stores, Inc. The minutes list key vendors and charges, including insurance premiums to Wellmark ($40,937.24) and retirement contributions to IPERS ($15,898.29). The meeting record shows the report total as $136,289.29.
Under new business, the minutes state that police officer Igor Diaz successfully completed the Iowa Law Enforcement Academy on April 25, 2025 and that the council approved a $1.00-per-hour step raise for certification, effective April 25, 2025. The motion to approve the pay increase was made by Councilmember Goodhart and seconded by Councilmember Pansegrau; all present voiced ayes and the motion carried.
Councilmember Vesley moved and Cook seconded a motion to change the council’s May meeting date from Monday, May 26, 2025 to Tuesday, May 27, 2025 because of the Memorial Day holiday; the motion passed unanimously. With no old business to address, the council moved through department and council reports, heard no public comments, and adjourned at 5:25 p.m.
The minutes list several other attendees and city staff present for the meeting and itemize the claims approved; the minutes do not record extended debate or individual statements on the items approved. The next regular meeting was rescheduled to May 27, 2025.
