The change, presented in the ordinance synopsis, "gives a town manager authority to designate parking permits with no fee for special circumstances," the clerk read during the meeting. Council members said the amendment aligns the town code with longstanding local practice for events and limited volunteer parking.
Councilors cited examples covered by the change, including permits for cottage tours, farmers-market volunteers and limited permits during elections for campaign workers. The measure was presented as a technical update rather than a new policy; staff said the town has issued such no-fee permits for years but that the ordinance lacked explicit enabling language.
The council moved, seconded and approved the ordinance by voice vote; no roll-call tally was recorded. The ordinance will be codified in chapter 227-3 and take effect under the town’s standard ordinance effective-date rules.
Council members said the change is intended to provide clearer authority for staff and ensure consistent permitting for community events. No members spoke in opposition during the meeting.
