City staff reported a large cost contrast between proposals: an initial vendor quoted roughly $166,000, but staff said David Dr and Associates offered to perform the study for $2,500 (or at a reduced fee if the firm also handles municipal advising for the street project bonds). The study would provide 5–10 year rate projections, help evaluate whether some project costs could be paid in cash rather than wholly bonded, and identify adjustments to utility rates needed to fund anticipated capital and operating requirements.
Councilmembers supported contracting the firm and approved using that vendor as municipal advisor for upcoming bonding work. Staff said the study will be coordinated with Cory (project staff) so cost allocation for the 2025 street project is reflected in rate recommendations. The council approved the motion to retain David Dr and Associates and authorized staff to proceed with the rate study and related advisory services.
