Board prioritizes park projects, delays Congden paving until water-main work; approves tree removals and playground mulch purchase

At a lengthy discussion on capital priorities, Bristol Park Board members agreed to prioritize tree planting in Congden Park, fall-zone mulch replacement and the Hermanance wetland planting project. Staff described a town water-main upgrade that will directional-bore under the river and open-trench across park land, likely next spring; members decided to delay major repaving and fence work at Congden until after that utility work to avoid repeated construction.
The board handled several project motions. Linda Powell moved and the board approved removing the middle two of four adjacent black locust trees and to safety-prune the remaining two, citing contractor recommendations and space for new plantings. The motion passed by recorded assent of members present.
Eric Funkhouser presented a rubber-mulch quote and recommended expanding playground fall zones to meet safety standards; the board voted to approve a $5,480 purchase from Cobalt Rubber for mulch and edging to expand and repair play-area surfacing. Eric said the quote accounted for expanded border material and that limited local vendor options mean fewer than three competitive quotes were available for that specialty item.
Board members asked staff to confirm which of several trees purchased from a nursery (Dogwood) are 'locked in' for planting and to coordinate with contractors to protect or replace any trees affected by upcoming water-main work. Members also asked staff to provide drawings and schedules showing the planned water-main route so the board can sequence paving, fencing and tree planting appropriately.
The board authorized staff to proceed with the approved purchases and removals and asked for follow-up status at future meetings.
