The New Richland City Council held first readings and scheduling actions on two distinct regulatory items at its Oct. 14 meeting.
Council conducted the first reading of an ordinance to establish a storm‑sewer utility and fee schedule. The ordinance would create categories (residential parcels under 0.9 acre, over 1 acre, small/medium/large commercial) and place fee‑setting authority in the city fee schedule. The first reading set a public hearing on Nov. 12, 2024, at 6:35 p.m.; the ordinance does not set rates tonight, which the council said will be adopted separately alongside the fee schedule.
Council also advanced several zoning ordinances to implement state adult‑use cannabis and low‑potency hemp accessory sales rules. The ordinances amend local zoning districts (C1 downtown commercial, C3 highway commercial and industrial zoning amendments) to allow specified cannabis uses and lower‑potency hemp accessory sales where state law permits. Each ordinance received a first reading and was referred to the Planning & Zoning Commission for review; the council scheduled a public hearing and second reading for Nov. 12, 2024.
Councilmembers stressed that the local zoning changes are preparatory: they contain definitions and mapping needed to process state licenses and to ensure local land‑use controls are in place by Jan. 1 if state actions proceed. Planning & Zoning will review details such as allowable locations, proximity to schools and the fee schedule before the council considers final adoption.
