Bristol Park Board adopts meeting protocols, raises procurement threshold to $5,000

The Bristol Park Board unanimously adopted a new set of meeting protocols intended to clarify speaking order, decision timing and procurement practices.
President Michael Rob read the proposed protocols aloud, which included single-speaker rules, a requirement that items requiring votes be shared in advance, and a guideline that the board seek three quotes for projects of the same work over a dollar threshold. During discussion members agreed to change the initial $1,000 threshold to $5,000 and to add language allowing a variance or waiver when fewer than three providers exist for a given service (for example, an artist or a specialty contractor). Rob said the change was intended to balance fiscal responsibility with practical constraints: if only one or two providers exist, the board will document that fact.
Board members also clarified that routine maintenance (mowing, small repairs) does not require a vote while larger parkwide projects should be brought before the board. After amendments the board recorded a unanimous voice vote to adopt the protocols.
Rob said staff will update the written protocol with the agreed changes and circulate the revised text to board members.
