Richmond seeks CCRPC assistance for traffic study at Bridge Street/Railroad Street/Jolena Court; study could start FY2026

The commission authorized town staff to pursue a Chittenden County Regional Planning Commission (CCRPC) Unified Planning Work Program (UPWP) grant to fund a traffic study of the intersection of Bridge Street, Railroad Street and Jolena Court.
Keith Oborne told the commission the UPWP grant would bring CCRPC staff support and interns to help run build‑out scenarios and counts and that the work would likely begin after July 1 in the 2026 fiscal year. "It's going to be an in‑house grant that staff at regional planning will assist in doing a study of the intersection... and we'll get a report on potential remediation on a buildout," he said. Oborne added the study could be completed with CCRPC support and might not require town funds depending on available staff time and contributions.
Commission members said the results will inform zoning decisions for development pressure in that corridor and recommended ensuring counts and scenario runs capture school‑year traffic patterns as well as summer conditions. Oborne said the study will provide options for mitigation and will be timed through the regional planning schedule; the commission authorized staff to pursue the grant approval process and report back on funding and timing.
The study is expected to kick off in FY2026 and will produce a report that the commission can use when drafting zoning and permitting guidance for the corridor.
