Kenosha Licenses & Permits Committee approves several operator and cabaret licenses, defers others for documentation

The Kenosha Licenses & Permits Committee on Feb. 8 approved multiple license actions, heard applicant testimony and set deadlines for additional documentation.
Action on operator licenses: the committee approved the city attorney’s recommendations to grant operator licenses for Madison Fuentes (40 demerit points) and Kyle Johnson (80 points). For the third listed applicant, Dylan Marchese (95 points), a committee member moved to deny the application on the basis of an incomplete/false application and recent police contacts. That motion was put to a roll call and failed 3–2. The roll call on the denial recorded: Chairperson Kennedy — Nay; Vice chairperson Ruffalo — Yes; Alderperson Harper — Nay; Alderperson Dyson — Nay; Alderperson Seale — Yes; the clerk then announced the motion failed.
Applicant Brett Green: Brett Green (who gave his address for the record) appeared to dispute a city attorney recommendation to deny based on material police-record entries and application responses. Green described prior licensing in Racine and rehabilitation programs and asked what documentation would be sufficient. Committee members asked for character references and documentation of rehabilitation; the committee agreed to defer Green’s application and instructed him to submit documentation to the clerk’s office by Feb. 18 so the matter could be reconsidered at the next meeting.
Cabaret licenses: Falls and Recs LLC (2232 Roosevelt Road) applied for a probationary cabaret license; Tony McCormack, representing the applicant, said most events are pool tournaments and occasional DJs and that current operations differ from originally listed hours. Committee members asked the applicant to amend hours and security-shirt color choices (avoid shirts that resemble police uniforms). The committee approved Falls and Recs’ application on the condition that the application be amended to match described operations and that the amended application be submitted to the clerk prior to city council consideration.
Hatricks LLC applied for a yearly cabaret license; several committee members noted the business’s history, and the application was approved by voice vote.
Scheduling and revocation hearings: the committee discussed special verification/revocation hearings and whether it had authority to schedule them. City Attorney Matt Knight advised the committee it did not have authority to set certain aspects of those hearings, recommending the item be tabled rather than decided improperly. The committee tabled the item and, separately, voted to schedule a meeting for Tuesday, Feb. 24 to align with earlier deferrals related to revocation matters.
Other: a police department representative provided a brief operations update noting steady deployments and a recent uptick in decoy operations with positive results.
What’s next: Brett Green must submit character references and documentation to the clerk by Feb. 18; the committee will consider deferred items at its next meeting and will forward conditional approvals to city council as required.
