Applicant Ernesto Yarmus said he and the property owner intend to make the downstairs into a permanent family home; owner Laura Hoefer testified about their plans and said staff had discussed options with them. Staff and several commissioners noted the change of use would trigger review for certificate of occupancy and building-code compliance, and commissioners discussed potential future uses of the property under the residential zone (for example, whether a rooming/boarding house could later be established) and possible unintended consequences of rezoning.
To address concerns, the commission amended the motion to require the applicants meet with staff and the building inspector to produce drawings and a plan showing how the change of use would meet residential building and occupancy codes. The commission approved the items by voice vote and will forward the recommendation, including the amendment requiring plan inspection, to the common council for final action.
